Frederick II, Holy Roman Emperor From Wikipedia, the free encyclopedia. Frederick II (December 26, 1194 ? December 13, 1250), Holy RomanEmperor of the Hohenstaufen d ynasty, was pretender to the title ofKing of the Romans from 1212, unopposed holder of that m onarchy from1215, and Holy Roman Emperor from 1220 until his death in 1250. He wasalso King o f Sicily, from 1198 to 1250, where he was raised and livedmost of his life (his mother, Const ance of Sicily, was the daughter ofRoger II of Sicily). He is also referred to as Frederic k I of Sicily. His empire was frequently at war with the Papal States, so it is notsurprisin g that he was excommunicated twice. Pope Gregory IX went sofar as to call him the anti-Christ . After his death the idea of hissecond coming where he would rule a 1000-year reich took hol d,possibly in part because of this. Said to speak nine languages and be literate in seven [Armstrong 2001,p. 415] (at a time whe n many monarchs and nobles were not literate atall), Frederick was a very modern ruler for hi s times, being a patronof science and learning, and having fairly advanced views oneconomics . He abolished state monopolies, internal tolls, and importregulations within his empire. He was patron of the Sicilian School of poetry, where in his royalcourt in Palermo, from arou nd 1220 to his death, we witness the firstuse of a literary form of an Italo-Romance language , Sicilian. Thepoetry that emanated from the school predates the use of the Tuscanidiom as th e preferred lingua franca of the Italian peninsula by atleast a century. The school and its p oetry were well known to Danteand his peers and had a significant influence on the literary f orm ofwhat was eventually to become the modern Italian. He was known in his own time as the Stupor mundi ("wonder of theworld"). Frederick wrote, o r rewrote, a manual on the art of falconry,De arte venandi cum avibus ("On the art of huntin g with birds"), ofwhich many illustrated copies survive from the 13th and 14thcenturies. Early years Born in Jesi, near Ancona, Frederick was the son of the emperor HenryVI. Some old chronicle s say he was born in a public square of the cityof Jesi, in northern Italy, while his fathe r was entering triumphantlyinto Palermo. Frederick was baptised in Assisi. In 1196 at Frankfu rtam Main the child Frederick had already been elected to become King ofthe Germans. At the d eath of his father in 1197, the three-year-oldFrederick was in Italy in voyage towards German y, and when the badnews reached his guardian Conrad of Spoleto, he was hastily broughtback t o Palermo to Constance. It was a good move, as Henry's empiredissolved, and its monarchy wa s disputed by Henry's brother Philip ofSwabia and Otto IV. His mother, Constance, had been in her own right queen of Sicily; shehad Frederick crowned Ki ng of Sicily and established herself asregent. In Frederick's name she dissolved Sicily's tie s to the Empire, sending home his German counsellors (notably Markward of Anweiler andGualtier o da Pagliara), and renouncing his claims to the Germankingship and empire. Upon Constance' s death in 1198, Pope Innocent IIIsucceeded as Frederick's guardian until he was of age: he w as crownedKing of Sicily on May 17, 1198, being only four years of age, andreceived some of h is early formal education in Rome. He was toremember forever, however, the time spent in hi s early years in thecourt of Palermo, where Arab, German, Latin, Byzantine, Norman,Provenca l and Jewish influences mixed. Emperor Otto of Brunswick had been crowned Holy Roman Emperor by Pope InnocentIII in 1209. In Septemb er 1211 at the Diet of Nuremberg Frederick waselected in absentia as German King by a rebelli ous faction backed byInnocent, who had fallen out with Otto and excommunicated him; he wasaga in elected in 1212 and crowned December 9, 1212 in Mainz; yetanother coronation ceremony too k place in 1215. Being King of theGermans had been the traditional precursor step for emperor ship. However, until the debacle at the Battle of Bouvines in 1214,Frederick's authority was q uite tenuous and he was recognized only insouthern Germany: in northern Germany, the center o f Guelph power,Otto continued to hold the reins of royal and imperial power despiteexcommunic ation. Otto's decisive military loss at Bouvines lost himthe practical means to hold onto kin gship and emperorship, and hewithdrew to the Guelph hereditary lands to die, virtually withou tsupporters, in 1218. (See also Guelphs and Ghibellines). The Germanprinces, supported by Inn ocent III, again elected Frederick king ofGermany in 1215, and the pope crowned him king in A achen on July 23,1215. It was not until another five years had passed, and only afterfurthe r negotiations between Frederick, Innocent III, and HonoriusIII?who succeeded to the papacy a fter Innocent's death in 1216?thatFrederick was crowned Holy Roman Emperor in Rome by Honoriu s III onNovember 22, 1220. At the same time his oldest son Henry took thetitle of King of th e Romans. Unlike most Holy Roman emperors, Frederick spent little of his life inGermany. After his coro nation in 1220, he remained either in theKingdom of Sicily or on Crusade until 1236, when h e made his lastjourney to Germany. (At this time, the Kingdom of Sicily, with itscapital at P alermo, extended onto the Italian mainland to include mostof southern Italy.) He returned t o Italy in 1237 and stayed there forthe remaining 13 years of his life, represented in German y by his sonConrad. In the Kingdom of Sicily, he built on the reform of the laws begun atthe Assizes of Ariano i n 1146 by his grandfather Roger II. Hisinitiative in this direction was visible as early as t he Assizes ofCapua (1220) but came to fruition in his promulgation of theConstitutions of Mel fi (1231, also known as Liber Augustalis), acollection of laws for his realm that was remarka ble for its time andwas a source of inspiration for a long time after. It made the Kingdomo f Sicily an absolutist monarchy, the first centralized state inEurope to emerge from feudalis m; it also set a precedent for theprimacy of written law. With relatively small modifications , the LiberAugustalis remained the basis of Sicilian law until 1819. During this period, he also built the Castel del Monte and in 1224created the University of N aples: now called Università Federico II,it remained the sole atheneum of Southern Italy fo r centuries. In 1226, by means of the Golden Bull of Rimini he confirmed thelegitimacy of rule by the Teut onic Knights under their headmasterHermann von Salza over the Prussian lands east of the Vist ula, theChelmno Land. The Crusade At the time he was crowned Emperor, Frederick had promised to go oncrusade. In preparation fo r his crusade, Frederick had, in 1225,married Yolande of Jerusalem, heiress to the Kingdom o f Jerusalem, andimmediately taken steps to take control of the Kingdom from his newfather-in- law, John of Brienne. However, he continued to take his timein setting off, and in 1227, Fred erick was excommunicated by PopeGregory IX for failing to honor his crusading pledge - perhap sunfairly, at this point, as his plans had been delayed by an epidemic. He eventually embarke d on the crusade the following year (1228), whichwas seen on by the pope as a rude provocatio n, since the church couldnot take any part in the honor for the crusade, resulting in a secon dexcommunication. Frederick did not attempt to take Jerusalem by forceof arms. Instead, he ne gotiated restitution of Jerusalem, Nazareth, and Bethlehem to the Kingdom with sultan Al-Kamil , the Ayyubid rulerof the region, who was nervous about possible war with his relativeswho ru led Syria and Mesopotamia and wished to avoid further troublefrom the Christians. The crusad e ended in a truce and in Frederick'scoronation as King of Jerusalem on March 18, 1229 ? alth ough this wastechnically improper, as Frederick's wife Yolande, the heiress, haddied in the m eantime, leaving their infant son Conrad as rightful heirto the kingdom. Frederick's furthe r attempts to rule over the Kingdomof Jerusalem were met by resistance on the part of the bar ons, led byJohn of Ibelin, Lord of Beirut. By the mid-1230s, Frederick's viceroyhad been forc ed to leave Acre, the capital, and by 1244, Jerusalemitself had been lost again to a new Musl im offensive. However, Frederick's seeming bloodless victory in recovering Jerusalemfor the cross brought h im great prestige in Europe, and in 1231 thepope rescinded Frederick's excommunication; thi s event is known as thePeace of San Germano. The war against the Pope and the Italian Guelphs While he may have temporarily made his peace with the pope, the lesserGerman princes were ano ther matter. In 1231, Frederick's son Henryclaimed the crown for himself and allied with th e Lombard League. Therebellion failed, though not utterly; Henry was imprisoned in 1235,and r eplaced in his royal title by his brother Conrad, already theKing of Jerusalem; Frederick wo n a decisive battle in Cortenuova overthe Lombard League in 1237. Frederick celebrated it wit h a triumph inCremona, in the manner of an ancient Roman emperor, with the capturedcarrocci o (later sent to the commune of Rome) and an elephant. Herejected any suit for peace, even fr om Milan which had sent a greatsum of money. This demand of total surrender spurred furtherre sistance from Milan, Brescia, Bologna and Piacenza, and in October1238 he was forced to rais e the siege of Brescia, in the course ofwhich his enemies had tried unsuccessfully to captur e him. Frederick received the news of his excommunication by Gregory IX inthe first months of 1239 , while his court was in Padova. The emperorreplied expelling the Minorites and the preacher s from Lombardy, andelecting his son Enzio as Imperial vicar for Northern Italy. Enziosoon an nexed the Romagna, Marche and the Duchy of Spoleto, nominallypart of the Papal States. The fa ther announced he was to destroy theRepublic of Venice, which had sent some ships against Sic ily. InDecember of that year Frederick marched over Toscana, enteredtriumphantly into Folign o and then in Viterbo, whence he aimed tofinally conquer Rome, in order to restore the ancien t splendours ofthe Empire. The siege, however, was vain, and Frederick returned toSouthern It aly, sacking Benevento (a papal possession). Peacenegotiations came to nothing. In the meantime the Ghibelline city of Ferrara had fallen, andFrederick swept his way northwa rds capturing Ravenna and, afteranother long siege, Faenza. The people of Forlì (which kept i tsGhibelline stance even after the collapse of Hohenstaufen power)offered their loyal suppor t during the capture of the rival city: as asign of gratitude, they were granted an augmentat ion of the communalcoat-of-arms with the Hohenstaufen eagle, together with otherprivileges. T his episode shows how the independent cities used therivalry between Empire and Pope as a mea n to obtain the maximumadvantage for themselves. The Pope had called a council, but Ghibelline Pisa thwarted it,capturing cardinals and prelat es on a ship sailing from Genoa to Rome.Frederick thought that this time the way into Rome wa s opened, andagain directed his forces against the Pope, trailing behind him aruined and burn ing Umbria. Frederick destroyed Grottaferrata preparingto invade Rome. But on August 22, 1240 , Gregory died. Frederick, showing that his war was not directed against the Church of Rome bu tagainst the Pope, drew back his troops and freed two cardinals fromthe jail of Capua. Nothin g changed, however, in the relationshipbetween Papacy and Empire, as Roman troops assaulted t he Imperialgarrison in Tivoli and the Emperor soon reached Rome. Thisback-and-forth situatio n repeated again in 1242 and 1243. Thoughunfruitful, these expeditions around Rome permitte d Frederick tocapture treasures from the church of the cities he passed through, andgave hi m the opportunity to enjoy the pleasant nature of hills, lakesand woods of the Latium. His last and fiercest opponent, Innocent IV A new pope, Innocent, was elected on June 25, 1243. He was a member ofa noble Imperial famil y and had some relatives in Frederick's camp, sothe Emperor was initially happy with his elec tion. Innocent insteadwas to become his fiercest enemy. Negotiations began in the summer of12 43, but the situation changed as Viterbo rebelled, instigated by theintriguing Cardinal Ranie ri of Viterbo. Frederick could not lose hismain stronghold near Rome, and besieged the city . Many authoritiesstate that the Emperor's star began its descent with this move.Innocent con vinced him to withdraw his troops, but Ranieri nonethelesshad the Imperial garrison slaughter ed on November 13. Frederick wasfull of powerless rage. The new Pope was a master diplomat, a ndFrederick signed a peace treaty, which was soon broken. Innocentshowed his true Guelph face , and, together with most of the Cardinals, fled via Genoese galleys to the Ligurian republic , arriving on July 7.His aim was to reach Lyon, where a new coucil was held beginning June24 , 1245. One month later, Innocent IV declared Frederick to bedeposed as emperor: he was chara cterized as a "friend of Babylon'ssultan", "of Saracen customs", "provided with a harem guard ed byeunuchs" like the schismatic emperor of Byzantium and, in sum, a"heretic". The Pope back ed Heinrich Raspe, landgrave of Thuringia ashis rival for the imperial crown, and set in moti on a plot to killFrederick and Enzio, with the support of his (the pope's)brother-in-law Orla ndo de Rossi, who was a friend of Frederick's aswell. The conjurers, however, were unmasked by the count of Caserta. Thevengeance was terrible: th e city of Altavilla, where they had foundshelter, was razed, and the guilty were blinded, mut ilated and burntalive or hung. An attempt to invade the Kingdom of Sicily, under thecommand o f Ranieri, was halted at Spello by Marino of Eboli, Imperialvicar of Spoleto. Innocent also sent a flow of money to Germany to cut off Frederick'spower at its source. Th e archbishops of Köln and Mainz also declaredFrederick deposed, and in May 1246 a new king wa s chosen in the personof Heinrich Raspe. On August 5 Heinrich, thanks to the Pope's money, man aged to defeat an army of Conrad son of Frederick near Frankfurt. But Frederick strengthened h is position in Southern Germany acquiringthe Duchy of Austria, whose titular had died withou t heirs, and oneyear later Heinrich died as well. The new anti-king was William II,Count of H olland. Between February and March 1247 Frederick settled the situation inItaly by means of the die t of Terni, naming his relatives or friendsas vicars of the various lands. Marrying his son M anfred to thedaughter of Amedeo di Savoia and securing the submission of themarquis of Monfer rato, Frederick also gained control of the passagesof the Eastern Alps, clearing the route t o Lyon, where he hopedfinally to settle the long-standing dispute with the Pope. On hispart , Innocent asked protection from the King of France, Louis IX; butthe king was a friend of th e Emperor and believed in his desire forpeace. A papal army under the command of Ottaviano de gli Ubaldininever reached Lombardy, and the Emperor, accompanied by a massivearmy, held the n ext diet in Turin. The Battle of Parma and the end An unexpected event was to change the situation dramatically. In June1247 the important Lomba rd city of Parma expelled the Imperialfunctionaries and sided with the Guelphs. Enzio was no t in the cityand could do nothing more than ask for help from his father, who cameback to la y siege to the rebels, together with his friend Ezzelino daRomano, tyrant of Verona. The besi eged languished, as the Emperorwaited the besieged surrendered of starvation. He had a true w oodencity built around the walls, pompously called Vittoria ("Victory").Here Frederick kept t he treasure with the harem and the menagerie, andfrom its pavillions he could attend his favo urite hunting expeditions. On February 18, 1248, during one of these absences the camp wassudd enly assaulted and conquered, and in the ensuing Battle of Parmathe Imperial side was routed . Frederick lost the Imperial treasureand, with it, any hope to keep up his struggle agains t the rebelliouscommunes, as well as the triumphant Pope, who began plans for acrusade agains t Sicily. Though he soon recovered and rebuilt an army, this defeat spurred the rebellious fee ling of many cities that couldno longer bear his fiscal and monarchic regime: Romagna, March e andSpoleto were lost. On February 1249 Frederick, who had just lost his other faithfulminister Taddeo of Suessa, fi red his advisor and prime minister, thefamous jurist and poet Pier delle Vigne. The charge wa s speculationand embezzlement. Some historians, however, maintain instead that Pierwas planni ng to betray the Emperor: according to Matthew of Paris, hecried when he discovered the betra yal. Pier, blinded and in chains, died in Pisa, presumably by suicide (a presumption that plac ed him inthe Seventh Circle of Dante's Hell in Canto XII of the Inferno). Evenmore shocking f or Frederick was the capture of his son Enzio by theBolognese at the Battle of Fossalta, in t he May of the same year. Only23 at the time, he was thrown into a jail cell in which he was t ospend the rest of his life, dying in 1272. The place of the king ofSardinia was taken over b y the marquis Palavicino, a skilled but cruelman, not different from his ill-famed contempora ry Ezzelino. In thisperiod Frederick lost another son, Richard of Chieti. But the strugglecon tinued: the Empire lost Como and Modena, but regained Ravenna andanother army sent to invad e the Kingdom of Sicily, under the commandof Cardinal Pietro Capocci, was crushed in the Marc he, at the Battleof Cingoli in 1250. In the first month of that year the indomitableRanieri o f Viterbo died and the Imperial condottieri again reconqueredRomagna, Marche and Spoleto, an d Conrad, King of the Romans scoredseveral victories in Germany against William of Holland. Frederick did not take part of any of these campaigns. He had been illand probably felt himse lf tired. Despite the betrayals and the illhappenings he had faced in his last years, Frederi ck died peacefullyon December 13, 1250 in Castel Fiorentino near Lucera, in Puglia, after an a ttack of dysentery: in his last moment he wore the habit ofa Cistercian monk. At the time o f his death, his preeminent positionin Europe was challenged but not lost: his testament lef t hislegitimate son Conrad IV the Imperial and Sicilian crowns. Manfredreceived the principat e of Taranto and the government of the Kingdom,Henry the Kingdom of Arles or that of Jerusale m, while the son ofHenry VII was entrusted the Duchy of Austria and the Marquisate ofStyria . His will was that all the lands he had taken from the Churchwere to be returned to it, al l the prisoners freed, and the taxesreduced, provided this not damaged the Empire's pride. However, upon Conrad's death a mere four years later, the Hohenstaufendynasty fell from powe r and an interregnum began, lasting until 1273,one year after the last Hohenstaufen, Enzio, h ad died in his prison.During this time, a legend developed that Frederick was not trulydead , but merely slept in the Kyffhaeuser Mountains and would one dayawaken to reestablish his em pire. Over time, this legend largelytransferred itself to his grandfather, Frederick I, als o known asBarbarossa ("Redbeard"). His sarcophagus (made of red porphyry) lies in the cathedral ofPalermo, beside those of his p arents (Henry VI and Constance) as wellas his grandfather, the Norman king Roger II of Sicily . A bust ofFrederick sits in the Walhalla temple built by Ludwig I of Bavaria. Personality In Frederick II we encounter one of the most remarkable personalitiesin world history. His co ntemporaries called him stupor mundi, the"wonder" ? or, more precisely, the "astonishment " ? "of the world";the majority of his contemporaries, subscribing to medieval religiousortho doxy, under which the doctrines promulgated by the Church weresupposed to be uniform and univ ersal, were, indeed astonished ? notseldom repelled ? by the highly developed individual cons ciousness ofthe Hohenstaufen emperor, his temperamental stubbornness and hisunorthodox, nearl y unstoppable thirst for knowledge. Frederick II was a religious sceptic. He is said to have denouncedMoses, Jesus, and Muhamma d as all being frauds and deceivers ofmankind. He delighted in uttering blasphemies and makin g mockingremarks directed toward Christian sacraments and beliefs. Frederick'sreligious scept icism was most unusual for the era in which he lived, and to his contemporaries, highly shocki ng and scandalous. In hisperiod in Jerusalem, this behaviour was much to the dislike of theMu slims too, who grew mistrustful of a Christian which was not aChristian. Even his birth was remarkable. According to chronicles from the era,in order to stanch any do ubt about his origin, the already 40-year oldConstance gave birth to the child publicly i n a marketplace. AfterHenry VI, his father, died at 31, Frederick came under theguardianshi p of the pope, which the latter, however, neglected him onthe basis of power-politics. In Pal ermo, where the three-year-old boywas brought after his mother's death, he grew up like a str eet youth. On his own, he roamed a city which swarmed with adventurers andpirates, beggars an d jugglers, Arab and Jewish merchants. The onlybenefit from Innocent III was that at 14 year s of age he married a25-year-old widow named Constance, the daughter of the king of Aragoni n what is now Spain. As it happened, both seemed reasonably happywith the arrangement, and Co nstance soon bore a son, Henry. Later, it appeared opportune to Innocent III to support Frederick as alegitimate king, in ord er to counter the Emperor Otto ? whom up tothat time the pope had supported. In 1212 he broug ht him to Rome, gavehim a round of instruction in things political, and sent him, providedwit h a bull of excommunication against the Guelph Otto, in thedirection of Germany. The voyage s eemed difficult, as the sea wasroamed by the ships of Pisa, as usual faithful to the official emperor, and the road north to Rome were commanded by imperialgarrisons. But in that period o f his life a kind of mystic andprophetical luck seemed to illuminate every step made by the y oungking. Frederick managed to reach Liguria with ships sent by the fiercestrival of Pisa, Genova, wher e he stayed for three months. He crossedthe Alps using the most difficult passes, as the Bren ner Pass wasoccupied by the enemy troops of the duchies of Merano and Bavaria, andthen he cam e to Konstanz in territory of the archbishop of Chur. Thecity was in fact preparing to receiv e the emperor, and would not allowthe new aspirant to the imperial title to remain in the cit y. However, after a solemn reading of the pope's Bull of Excommunication, thegates of the cit y were opened for him. Otto, who meanwhile had waitedin Überlingen for the ferry, came thre e weeks later before the citygates and was turned away. Frederick conquered the realm by mean s ofgenerous promises and donations, without spilling a drop of blood.Otto, crushed in the Ba ttle of Bouvines by the French, died some yearslater, a lonely man in the Harzburg, while Fre derick would be crownedEmperor in Rome by the pope. In his coronation, too, he showed howunus ual he was. At his coronation he carried a brand-new, redcoronation robe with a strange ornam entation at the edge. In realityit was an Arabic inscription, which indicated that this rob e datedfrom the year 528, not by the Christian but by Muslim calendar

Aboutthis was an Ara b benediction: "May the Emperor be received well, mayhe enjoy vast prosperity, great generosi ty and high splendor, fame andmagnificent endowments, and the fulfillment of his wishes and h opes.May his days and nights go in pleasure without end or change". Thiscoronation robe can b e found today in the Schatzkammer of theKunsthistorisches Museum in Vienna. This was typical of him: while he was being crowned by the Pope to bethe highest defender o f the Christian faith, his coat referred to thehistory of Islam. And not only that. He did no t exterminate theSaracens of Sicily with fire and sword; on the contrary, he allowedthem to s ettle on the mainland and even to build mosques. Not least,he enlisted them in his - Christia n - army and even into his personalbodyguards. As these were Muslim soldiers, they were immun e from papalexcommunication. These among others are reasons that Frederick II islisted as a r epresentative member of the sixth region of Dante'sInferno, The Heretics who are burned in to mbs. A further example of how much he differed from his contemporaries washis Crusade in the Hol y Land. Outside Jerusalem, with the power totake it, he parlayed five months with the Egyptia n Sultan al-Kamilabout the surrender of the city. The Sultan summoned him intoJerusalem and e ntertained him in the most lavish fashion. When themuezzin, out of consideration for Frederic k, failed to make themorning call to prayer, the emperor declared: "I stayed overnight inJeru salem, in order to overhear the prayer call of the Muslims andtheir worthy God". The Saracen s had a good opinion of him, so it wasno surprise that after five months Jerusalem was hande d over to him, taking advantage of the war difficulties of al-Kamil. The fact thatthis was reg arded in the Arab as in the Christian world as hightreason did not matter to him one whit. A s the Patriarch of Jerusalemrefused to crown him king, he set the crown on his own head. Besides his great tolerance (which, however, did not apply toChristian heretics), he had an u nlimited thirst for knowledge andlearning. To the horror of his contemporaries, he simply di d notbelieve things that could not be explained by reason. So he forbadetrials by ordeal on t he firm conviction that in a duel the strongerwould always win, whether he was guilty or not . Also, it can beforgotten amidst the general enthusiasm over his book on falconryreleases fr equently that he also wrote a scientific book about birdsor that many of his laws continue t o affect life down to the presentday, such as the prohibition on physicians acting as their o wnpharmacists. This was a blow at the charlatanism under whichphysicians diagnosed dubious ma ladies and also at the same time inorder to sell a useless, even dangerous "cure". Frederick's greatest passion were animals, and falcons in particular. He inherited his love fo r falconry from his Norman ancestors.According to a source, Frederick replied to a letter i n which theMongol khan invited him to sumbit that he was keen to do it, providedhe was permit ted to become the khan's hawker. He mantained up to 50hawkers a time for his court, and in hi s letters he requested theacquiring of Arctic gerfalcons from Lübeck and even from Greenland . Hecommissioned the translation of the treaty De arte venandi cum avibus,by the Arab Moamyn , to his Syrian astrologer Theodor, but he correctedor rewrote it during the endless siege o f Faenza. This implies thatthe Emperor knew the Arab language very well. Frederick picked upi nformation from many of the philosphers then known, and mainly fromthe De Animalibus by Arist otle, creating a really noteworthyscientific work for the time it was written. One of the tw o existingversions was modified by his son Manfred, also a keen adherent offalconry. Frederic k loved exotic animals in general: his mobile zoo, with which he used to impress the cold citi es of Northern Italy andEurope, included hounds, elephants, giraffes, cheetahs, lynxs, leopard s and exotic birds. In 1232 he sent the Egyptian sultan a rarewhite bear, in exchange for a p lanetary worth 20,000 marks: Frederickwas in fact attracted by stars, and his court was ful l of astrologersand astronomers. He often issued letters to the main scholars of thetime (no t only in Europe) asking for solutions to questions ofscience, mathematics and physics. A Damascene chronicler, Sibt ibn al-Jawzi, leaves a physicaldescription of Frederick based o n the testimony of those who had seenthe emperor in person in Jerusalem. "The Emperor was cov ered with redhair, was bald and myopic. Had he been a slave, he would not havefetched 200 dir hams at market." His eyes were described variously asblue, or "green like those of a serpent" . Law Reforms His 1241 Edict of Salerno (sometimes called "Constitution of Salerno")made the first legall y fixed separation of the occupations ofphysician and apothecary. Physicians were forbidden t o double aspharmacists and the prices of various medicinal remedies were fixed. This becam e a model for regulation of the practice of pharmacythroughout Europe. He was not able to extend his legal reforms beyond Sicily to theEmpire. In 1232, he was force d by the German princes to promulgate theStatutum in favorem principum ("statute in favor o f princes"). It wasa charter of aristocratic liberties for German princes at the expenseof th e lesser nobility and commoners. The princes gained whole powerof jurisdiction, and the powe r to strike their own coins. The emperorlost his right to establish new cities, castles and m ints over theirterritories. The Statutum extremely weakened central authority inGermany for a ges. From 1232 the vassals of the emperor had a veto overimperial legislative decisions. Ever y new law established by theemperor had to be approved by the princes.

Notes:

Constance of Sicily From Wikipedia, the free encyclopedia. Constance of Sicily (1154 ? November 27, 1198) was in her own rightQueen of Sicily, became Ge rman Empress as the wife of the Holy RomanEmperor Henry VI, and was the mother of the Empero r and King of SicilyFrederick II. She was the posthumous daughter of Roger II of Sicily by his thirdwife Beatrice of Rethel. Constance was not betrothed until she was 30, which is unusual for aprincess whose marriage w as an important bargaining chip. This latergave rise to stories that she had become a nun an d required papaldispensation to forsake her vows and marry, or that she was impossiblyugly. N either of these is consistent with the evidence. The death of her nephew Henry of Capua in 1172 made Constance heiresspresumptive to the Sicil ian crown. Her elder nephew King William IIwas himself unmarried. He did not marry until 1177 , and that marriageremained childless. But it is unclear why he delayed so in finding a husband for his aunt.Nor it is clear precise ly why in the end he chose Henry, the son andheir of the Holy Roman Emperor Frederick I. The Sicilian kings and the German Emperors had long been enemies, andthe papacy, also an enem y of the emperors, would not want to see thegreat kingdom to the south of Rome in German hand s. Nor would thekingdom's nobles welcome such a possibility. Nevertheless, in 1184 Constance was betrothed to Henry (the futureEmperor Henry VI), and the y were married two years later, on January27, 1186. William made his nobles and the important men of his court promise torecognize Constance's su ccession if he died without direct heirs. Butafter his unexpected death in 1189, his cousin ( and Constance'sgrand-nephew) Tancred seized the throne. Tancred was illegitimate, buthe had t he support of most of the great men of the kingdom. Constance's father-in-law died in 1190, and the following year Henryand Constance were crowne d Emperor and Empress. Henry was alreadypreparing to invade Sicily when Tancred died in 1194 . Later that yearhe moved south, deposed Tancred's young son William III, and hadhimself crow ned instead. While Henry moved quickly south with his army, Constance followed at aslower pace, for she wa s pregnant. On December 26, the day afterHenry's crowning at Palermo, she gave birth to a son , Frederick (thefuture Emperor and king of Sicily Frederick II) in the small town ofJesi, nea r Ancona. Constance was 40, and she knew that many would question whether thechild was really hers. Thu s she had the baby in a pavilion tent in themarket square of the town, and invited the town m atrons to witness thebirth. A few days later she returned to the town square and publiclybrea st-fed the infant. Henry died in 1197, and Constance returned to Sicily. She had the3-year-old Frederick crowne d King of Sicily, and in his name dissolvedthe ties her late husband had created between th e government of Sicilyand of the Empire. She also renounced his claims to the Germankingshi p and empire, and placed him under the protection of popeInnocent III. She expected him to b e raised as a Sicilian, and to benothing more than King of Sicily. That he became much more t han thatcould not be predicted when she died a year later, in 1198.
