Jenkins jails Miller for “treasonable utterances” and attempts to dissolve the assembly. Biography: John Jenkins (died 1681) was governor of Albemarle (now North Carolina) three times, in 1672– 1675, 1676–1677, and 1680–1681. . Governor John Jenkins, immigrant, was born in England and died in Perquimans County, North Ca rolina, 17 December 1681. He went to America in or before 1662 and originally settled in Warw ick Square, Nansemond County, Virginia. However, he returned to England where he married, bu t came again to this country about 1650. Now known as "Captain", he was one of the earliest s ettlors in Carolina. He had located on the Perquinas River before the grant to the Lords Prop rietors and, conforming to the instructions of the King, took out a patent for his land fro m Governor Berkeley, Governor of Virginia. This occurred in 25 September 1663. Captain Jenkin s became a man of considerable importance. In 1670 he was deputy of the Earl of Craven and ha d risen to the dignity of Colonel, and was senior member of the Council. . When Governor Carteret left Albemarle in the spring of 1673 and went to England, he transferr ed the administration of the colony to Colonel Jenkins, as deputy governor. While in office h e seems to have had considerable trouble with law-breakers of the colony, and serious differe nces arose between him and an unscrupulous agitator name Thomas Miller. Miller was arrested a nd the General Assembly deposed Governor Jenkins. However, he was upheld by a majority of th e deputies, and after considerable controversy he was again elected Governor of Carolina. H e had the support of the Legislature, also, but he did not long survive his second term in of fice. Governor Jenkins married, in England, Joannah whose surname is not known. . Lovejoy describes the duty o n plantations. The Plantation Duty Act limited American trade; it attempted to force planter s to trade exclusively with England and her colonies and to redirect revenue to Great Britain . There were numerous objections to the duty. In the end, the Albemarle governor, John Jenk ins, ignored enforcing the act, and the tax contributed greatly to the Culpeper Rebellion. . The Plantation Duty Act had several provisions. One, it placed a penny tax on each pound o f tobacco. Two, it required a five-shilling tax for every hundred weight of sugar. Three, c ollectors were appointed in the colonies. The latter meant that, for the first time in histo ry, writes Lovejoy, the British government placed a “revenue-collecting administration in Bri tish North America.” . Across the British Empire, people protested the duty. London merchants worried that it migh t have a negative effect on the sugar trade and thereby disrupt trade between the Indies an d New England. In New England, merchants erroneously believed that once a duty had been paid , the ship’s cargo could then be transported to any port; but that was not the case. Confusi on abounded among American merchants. Even the Irish argued that the duty targeted them. . Although the Lord Proprietors supported the Act’s passage, many North Carolinians protested ( or ignored) the new law. The Albemarle region of North Carolina offered the stiffest resistan ce. As required by law, the Albemarle governor, John Jenkins, appointed tax collectors, bu t the agents performed their duties with a noticeable lack of enthusiasm. Yet Jenkins did no t pressure the agents to enforce the law. In Albemarle, citizens believed they should be ab le to deal directly with England rather than having to first go through New England traders . The Plantation Duty Act angered an independent-thinking region that had already showed it s dislike for government regulation and that did so later during the Culpeper Rebellion. . Sources: Hugh T. Dr. Henry Jenkins of Nansemond was probably the same man whose will was recorded in Elizabeth City, VA 1721/22: naming mother Mary; brother John and his male heirs; brother Lewi s; sister Bridget; and sister Elizabeth. If so, then he would have been a son of Captain Henry J enkins II of Elizabeth City, VA. . To establish this claim, we first must look at the facts. We know from the 1704 Quit Rent Rol ls of VA that there were two individuals named Henry Jenkins who were land owners in Nansemond. One of th e Henry Jenkins would be Captain Henry Jenkins II of Elizabeth City, VA who was son of Captain Henry Jenkins I whos e will was recorded in Elizabeth City, VA in 1697/98. . The Captain Henry Jenkins of Elizabeth City, VA line was in Nansemond Co as early as 1690 whe n Captain Henry I purchased 200 acres at Bullock's and Piper's Neck from Col. Cutberth Potter. A later 1693/9 4 record in Elizabeth City, VA, confirming this transaction was witnessed by Henry Jenkins junior who would be th e son, Captain Henry Jenkins II. Captain Henry Jenkins II was selected as Burgess for Nansemond in 1703 and did not appear t o have his title "Captain" until he was appointed to the Nansemond Militia in 1702. Also from the records, we know Captain Hen ry Jenkins performed the role of attorney from time to time. . We will make our first assumption that "Dr." Henry Jenkins was a different individual than th at of Captain Henry Jenkins II and a study of the records appears to confirm this. . The first record noting "Doctor Henry Jenkins" is a 1703 patent in Nansemond for 41 acres fo r transporting himself. This would be indicative that he was single at this time as he would probably have c laimed a wife, if married, for more acreage. This would agree with 1721/22 Elizabeth City will if Dr Henry J enkins died single or without a surviving spouse and had no issue. The next record noting a "Dr Henry Jenkins" i s not until 1717/18 for a patent of 1000 acres inNansemond described as N side Summerton on t he "Cabbin branch." Following these, Dr. Henry Jenkins is noted as an adjacent land owner i n a 1725 record and a 1734 record notes adjacent land owner Dr. Henry Jenkins deceased. Thes e records establish the fact that Dr. Henry Jenkins died sometime between 1718 and 1734. Th e 1725 record is not proof of him living at that time. . There are other records that reference "Henry Jenkins" without any appellations to the name , but the one of significance in this research is a 1699 patent by Henry Jenkins for 665 acres in the Upper Parish of Nanse mond on the NW side of BackSwamp adjoining Thomas Boyt. The area of this patent is near the Summerton swamp where Dr. Henry ma de his 1717/18 patent. Circumstancial evidence indicates that this record was for Captain Henry Jenkins II. . A 1709 record of petition for the owners of the brigatine "Society." included the names of He nry Jenkins, Thomas Boyl and John King as co owners of the ship. Henry referenced was probabl y Captain Henry Jenkins II as he is documented as having owned several ships. Thomas Boyl (Boyt) was noted as adjacent land owner to the 1699 patent of Henry Jenkins wher e Boyl patented his land in 1697. In the 1697 patent, the name is recorded as "Boyle." John King was son of Michael King who owned lan d at Summerton as early as 1667. John King was an appraiser for the estate of Captain Henry Jenkins II when he died in Elizabe th City, VA 1718/19. John patented 443 acres at Summerton in 1716 adjacent to his father's land and devised it to his son in his 1735 will re corded in Elizabeth City, VA. . The 1704 Quit Rent Rolls of VA also provide some clues. For Nansemond: listed two Henry Jenki ns; One for 400 acres and the other for 860 acres. The tally for Nansemond, VA was endorsed by the notation “Error s excepted per me Henry Jenkins.” This would be Captain Henry Jenkins II acting in his duties as burgess for Nansemond, VA. A t this time, one would assume the "Sr." Henry and Burgess would have more land. It is interesting to note that the 1690 deed of 200 acres a nd the 1699 patent of 665 acres tally close to the 860 acres entry of the 1704 quit rent rolls. For "Dr" Henry Jenkins, ther e is only known at this time of the 41 acre patent for self. There is a 1702 patent of Henry Jenkins and Robert Montgomery "Churc hwardens" for 292 acres in Nansemond for which it is unkown of how this land was accounted in the 1704 Quit Rent Roll s. . One more piece of circumstancial evidence that Dr. Henry Jenkins was a son of Captain Henry I I can be found in the records of Elizabeth City, VA after the death of Captain Henry Jenkins II. Henry Jr. would acquire ownership of 1/ 2 lot in the town of Hampton from his father and sell it in July 1721. This was witnessed by Francis Pugh and Miles Cary. Franc is Pugh was from Nansemond and this is the only reference found for Francis in the records of Elizabeth City, VA between 171 5-1721. There are multiple references to "John Pugh of Nansemond" as owning a town lot in the city of Hampton. Both were sons of Da niel Pugh who had multiple patents in Nansemond between 1695 and 1700. The association between Jenkins and Francis Pugh continue la ter in the records of North Carolina. A 1728 Bertie Co, NC record gives Francis Pugh and Lewis Jenkins power of Attorney for John B arefield. Thomas Jenkins is witness to a 1737 Chowan record of Phereby Pugh, widow of Francis Pugh, dis posing of his lands. (author note: the Lewis and Thomas Jenkins referenced were both probably grandsons of Captain Henry II thro ugh his son Lewis and are the Lewis and Thomas Jenkins that migrated to Onslow Co, NC.) . Another record that probably is in reference to Dr. Henry Jenkins is a 1716 Norfolk record wh ere Henry Jenkins gives a deposition and age is 36. This would place his birth about 1680. There are few records to a ssertain the life of Dr. Henry, but at about age 23, he would patent land near where his grandfather purchased land in 1690 and w as inherited by his father. Since the records noted him as a mariner and a doctor, perhaps he was a ships surgeon for a time. By 1718, Captain Henry II was being note d as "sick" in the records, so Dr. Henry may have felt the approaching demise of his father and thus patented the land in 1717/18 at S ummerton to be near him. It would not be too long after his father's death when he would perish also. After the death of Dr. Henry Jenkins, his lands wou ld have devised to his brothers Lewis, John Jenkins and his heirs male. It would be John Jenkins an d his heirs male that would propagate and be found in the records of NE NC. . This writing is just on some circumstancial evidence linking Dr. Henry Jenkins to Captain Hen ry Jenkins II, but is based on the principal that was put by a fellow researcher of genealogy; "in that no single record, studied in isolation, ca n be trusted to give a full account. All available records must be considered and harmonized to obtain a reliable history." The records pertaining to ea rly Jenkins of NE NC of do follow this doctrine when subscribing that these Jenkins descend from Captain Henry Jenkins of Elizabeth City, VA (ie. Thomas Jenki ns "joyner", James Jenkins "bricklayer", John Jenkins "wheelright", Charles Jenkins "planter.") . Y DNA testing can be a valuable tool in genealogical research and to date there have been n o other Y DNA test to compare for anyone claiming descendancy from Captain Henry Jenkins or Governor John Jenkins of Perquimans. To help in early Jenkins r esearch of NE NC and SE VA, any direct male descendants claiming descendacy of John Jenkins of Bertie, Charles Jenkins of Hertford or Lewis Jenkins o f Onslow should have their Y DNA test submitted. . I have not bee n able to connect the two families. DR. HENRY JENKINS This gentleman was born in Berkley Precinct (Perquimans County) N C. about the middle of th e seventeenth century. He lived in that precinct until about 1697, when he moved to Nansemon d county, Va. and settled not far from the dividing line between the provinces of Va. and N.C ., we find an order passed by the Council of Virginia at Williamsburg Va. reciting that "wher eas, the Government of North Carolina does daily continue to make encroachments in the Colon y by surveying lands far within the reputed bounds thereof". And whereas, the board is inform ed that Thomas Bushby and Henry Plumpton of the county of Nansemond, know the boundary. It or dered that a commission be issued to Mr. Henry Jenkins and others to take the depositions o f the witnesses named as to the boundary between the provinces near Weyenock (Wyanoke) Creek . Nottoway River was called by the early settlers of Virginia, Weyenock Creek, from the Wyano ke tribe of Indians. Henry Plumptons deposition was taken by Henry Jenkins and others March 25, 1708. Plumpton wa s then 86 years of age and he had lived in Nansemond 74 years. He testified he visited he vis ited this section several times, once under the command of General Bennett, and again by th e water up the Chowan River, under the command of Colonel Dew, in 1646, and he had never hear d the Blackwater or Nottoway called creek. The report of the commission was made in 1708 to t he council. The reader will notice that the Governor in appointing Jenkins, the prefix Mr. in those day s indicated that he was a man of distinction. It was the same as Gent, in old England. The old records of Perquimans county between 1680 and 1697 show that he often had business i n the county, During the days of the early settlers it was necessary to have marks on their s tock and to have them recorded in court, At a court held in Perquiman county April 4 1690. Ti mothy Cleare recorded his mark, and, and had also had recorded Henry Jenkins mark. Cleare wa s probably the agent or overseer of Jenkins plantation. Henry Jenkins sister, Johannah, had h er mark recorded at a court in that precinct on April 1, 1689. Henry Jenkins of Nansemond County, Va. Left sons Edward, Charles and John. I have been unabl e to learn whom he married, as the records of Nansemond prior to1866 have been destroyed. H e may have had other children than those named above Henry Jenkins was the son of Governor John Jenkins, of Berkley Precinct, N.C. who was twice G overnor of North Carolina, and his wife, Johannah Jenkins. .
